To put a border around a picture in PowerPoint, you need to follow the aforementioned guide. You can insert the image, as usual, click on it and go to the Picture Format tab.

PowerPoint rotates the image 90 degrees and turns it into a vertical image. Click and drag the image to the slide's left edge so that it becomes the slide's left border.
