Texas Gov. Greg Abbott has asked the state Supreme Court on Tuesday to remove from office a top state lawmaker he called the “ringleader” of Democrats who left the state to block a vote on a new congressional voting map pushed by President Donald Trump.

The Texas House again failed to reach the quorum needed to vote on a new congressional map that could give Republicans five new seats, after state Democrats forced a legislative standstill.

As a Texas senator summoned the F.B.I. to round up Democrats, the redistricting war that began in Texas was spreading, with California aiming at five Republican House seats.
